Head of the Yamalo-Nenets Muslim kazyyata Zakir Sagitov believes that the association of Muslim organizations in Russia is impossible without serious reform of the Spiritual Directorate.
«First we need set the age limit, – says Zakir-hazrat. – On reaching the retirement age muftis should automatically go to the well-deserved rest. They can remain on the board of elders of mosques, to give advice, but should not exercise real leadership of the Spiritual Directorate ».
The age requirement is necessary, according to Zakir Sagitova, because” today, when the world as the palm, the information field is very wide “mature muftis, thinking obsolete categories, hinder the development of the Ummah.
Secondly, according to the Yamal kazy, in Dumas to be adopted unified system of governance: imams communities should not be appointed by decree from above, and elected members of the community itself among the most worthy believers. Position regional muftis should also be elective, but to the same person all the time “not selected” heads spiritual administrations, should set a limit – 2-3 term – term as mufti. Regional Mufti, in turn, should make the supreme body – the Council (or Union) Mufti of Russia, where the main post also should not take one person more than 2-3 times.
